To assist with the co-ordination and monitoring of the day to day activities across the team in order to provide comprehensive Payroll, Pension, Travel/Expenses Services and input of all contractual information to the HR systems for all employees of the Client Organisations. To manage staff in the department and ensure that adequate training and knowledge is provided to ensure a high level of competency. To have an extensive knowledge and understanding of all systems used in the department and co-ordinate working between the various sections of Payroll Services Role specific duties and responsibilities The post holder will undertake the following duties and responsibilities PAYROLL SERVICE * To ensure the establishment and documentation of robust controls and procedures resulting in accurate and efficient processing. Ensure that all prime records are maintained and are regularly and accurately updated to meet the requirements of Statutory Regulations, Standing Financial Instructions, Departmental Procedures and other guidelines. * Responsible for the co-ordination, supervision and harmonisation of all payment activities to ensure an efficient and accurate payroll service is provided to Client organisations, in line with Service Level Agreements, ensuring targets are met, in particular the timely and accurate production of weekly and monthly payrolls so that all employees are paid correctly and promptly. Foster a customer-focused culture within the department. * Ensure compliance with the employer's code of procedure for payment or deductions of Income Tax, National Insurance, Pensions Statutory Sick Pay, Statutory Maternity Pay, Statutory Paternity Pay, Statutory Adoption Pay Student Loans and Travel and Expenses so that Clients meet their statutory obligations. * Interpret and implement changes affecting pay quickly and correctly. Ensure that all payrolls are balanced throughout the year and agreed to general ledgers. The payroll officer will be responsible for the outsourced payroll function, within the Education sector on a permanent basis, Responsibilities will include, but are not limited to: * Ensuring data on the payroll portal accurately reflects joiners, leavers, regular and variable pay adjustment, pay claims, timesheets, loans, rent deductions etc. * Managing the relationship with our external payroll outsourcing partner. * Ensuring compliance with all payroll-related statutory requirements and timely reporting as required by authorities such as HMRC and our pensions providers. * Being the first point of contact for payroll calculations * Assisting both teaching and support staff with pensions administration and queries and administering the auto-enrolment process. * Managing the interface between the payroll system. * Collaborating with the Finance team on the financial control and reconciliations of payrollrelated control accounts. * Collaborating with the Finance and HR teams on the calculation of pay awards and taxable benefits, including reporting to HMRC and advising staff on the implications of receiving taxable benefits. * Raising monthly invoices and transfer documents for rechargeable salary costs.
